AWS Console guide results in error

As reported by @taraspos:

...it seems like steps 1 and 2 need to be swapped in place. This is because in Step 1 we are trying to create IAM role with trust policy pointing to the role created in step 2,
however AWS validates existence of the target role, so it would fail with cryptic error (see screenshot). While if role from the step 2 exist, it works fine.

The error is "Invalid principal in policy".

How will we know this is resolved?

A user can follow the AWS Console guide without receiving this error message.
