[Enhancement] pickup system variables from fe.conf #45686

Enhancement

In mysql system variables could be set in mysql.conf and server would pick them up on startup.

In starrocks these settings are silently ignored, and it is confusing.
BE/CN node at least would say in log file "unknown variable xxx ignored".

What is the expected mechanism to set global variables after fe node restart? Manual admin labor?
